The Carroll County Commission enacted legislation earlier this year regarding the implementation a Prescription Drug Monitoring Program (PDMP) which began in county on October 1, 2018.
According to a news release, on July 2, commissioners signed an agreement to administer the PDMP, which will oversee the prescribing and dispensing of all Schedule Two, Three and Four controlled substances by professionals licensed to prescribe or dispense such substances in Carroll County.
The drug monitoring program controls the dispensing of controlled substance at the provider level. The doctor and pharmacy will be able to access a website to see if a patient has been prescribed a controlled substance recently. This is in an effort to keep controlled substances out of the hands of persons who are addicted to these classes of drugs or the elimination of excess drugs on the streets which can be sold illegally.
This program only allows access to patient records by licensed members of the program which are bound by HIPPA regulations. Law-enforcement officials who are engaged in administration, investigation or enforcement of laws on a specific case may get such records only by subpoena issued by a court order.
