
The Carrollton Town Council reviewed funding options for improvements to the city’s Wastewater Treatment Plan Facility during its meeting on Monday, July 6.
The council heard from Joey McLiney of McLiney and Associates, who stated that the town is prohibited from using funding from their reserves to start the multi-million dollar project to improve its wastewater treatment facilities. McLiney stated that the United States Department of Agriculture (USDA) has been holding up this project for awhile now.
With the town prohibited from using reserves to begin financing the project, McLiney proposed refinancing the city’s bonds in order to move the project forward.
Council members voted in favor of McLiney’s suggestion Monday evening. McLiney stated that if USDA does let the town use its reserves, he would pivot back to that plan instead of refinancing the bonds.
The council also reviewed the 2025 year end audit from Brian Eckhoff and approved the annual lease agreement for the Carroll County Fair. The council did make one amendment to its agenda Monday night, adding an ordinance to approve an intergovernmental cooperative agreement with Carroll County for the CDBG Community Facilities Initiative. Carroll County is agreeing to sponsor the YMCA to pursue this grant award because the town of Carrollton already receives CDBG funding for its Downtown Revitalization Project.
