An investigation has led to the arrest and formal felony charges being filed against three area residents.
According to a post on its Facebook page, on Thursday, January 11, the Carrollton Police Department began an investigation into certain events that started in Carrollton and carried over into the unincorporated areas of Carroll County. As a result of that investigation, the Carroll County Prosecutor’s office has filed formal charges against three Carrollton residents. Details of the investigation are not available at this time.
Formal charges have been filed against 19-year-old Justus Webb, 17-year-old Devon Wright and 19-year-old Kelsey Abbott.
Online court documents say warrants have been issued, and Webb and Wright each has been charged with a Class B Felonies for Kidnapping- Facilitating a Felony- Inflicting Injury- Terrorizing- in the First Degree and Assault in the First Degree or Attempt; and an Unclassified Felony for Armed Criminal Action. Abbott has been charged with two Class D Felonies for Possession of a Controlled Substance, Except 35 Grams or Less of Marijuana or Synthetic Cannabinoid and a drug-related misdemeanor.
Bond for each Webb and Wright has been set at $100,000, and Abbott at $25,000, cash only, no 10-percent allowed, with unspecified bond conditions.
An initial hearing for each of the accused at Carroll County Circuit Court in Carrollton is pending.
