The Marshall City Council was asked to approve a resolution establishing rules and regulations regarding the use of excessive force and the barring of entrances and/or exits for nonviolent Civil Rights demonstrations during its meeting on Monday, April 15.
City Administrator David Haugland explained this is necessary for the city to possibly qualify for a grant.

Marshall resident Clyde Williams asked the council to wait and get more information because there are too many unanswered questions.
City Attorney Josh Taylor said “From a personnel standpoint, if somebody violates this policy, they would be subject to be potentially disciplined….

On a roll-call vote, the council approved the resolution five to two- with one member being absent. The resolution went into effect upon its passage.
