A Carrollton man is facing a felony after an incident on Halloween.

According to the Carrollton Police Department, at approximately 10:29 p.m. on October 31, officers were dispatched to the intersection of Kinsey and Spring Street in Carrollton for a reported explosion. The explosion reportedly shook windows and knocked things off walls in homes in the area and witnesses stated they observed a male subject, identified as 44-year-old Jason Sullenger, on a minibike ride away from the area shortly after the blast. The officer was able to recover what appeared to be parts of an improvised explosive device.

Upon further investigation, the following day, officers observed a large amount of what appeared to be black rubber, newspaper, duct-tape, and sand dispersed in a circle area. The area also had charged marks comparable to that of an explosion. Officers also located a half gallon jug of an unknown fuel. A nearby residence also had windows that were broken out and more ruminants, believed to be from the explosive, were found in the yard.

Sullenger admitted to authorities that he took a black exercise ball, filled with oxy-acetylene (the chemical used in cutting torches), duct-taped paper to it and lit in on fire with diesel fuel. He claims he does this every holiday.

Sullenger is charged with a Class D Felony for Arson in the Second Degree and a misdemeanor for Property Damage in the Second Degree. Bond is set at $500 cash or surety.

His initial hearing is pending at Carroll County Circuit Court.
