Governor Mike Parson has recommended an 8.7 percent Cost of Living Adjustment (COLA) for all state team members and a $2.00 per hour shift differential to eligible state team members working in certain congregate care facilities. The recommendation would also help strengthen workforce recruitment and retention.

The recommendation was included in the Fiscal Year 2023 Early Supplemental Budget request delivered to the General Assembly on Wednesday, January 11, 2023. Governor Parson has asked the General Assembly to introduce the legislation as soon as possible with the goal of implementing by March 1, 2023 and represented in paychecks by March 31, 2023..

The recommendation includes an 8.7 percent COLA increase to all state team members and increases the shift differential to $2.00 per hour for congregate care staff working high-need evenings and overnight shifts.

Certain congregate care staff within the Department of Social Services, Department of Corrections, Department of Mental Health and the Missouri Veterans Commission would be eligible for the $2.00 per hour shift differential.

The proposed increase builds upon a 7.5 percent pay raise implemented for state workers in 2022.
