
Three suspects were arrested and charged after a fraud investigation conducted by the Marshall Police Department.
According to the department, authorities received information from a local bank it had received a fraudulent payroll check, and the person who was attempting to cash the check was still at the bank. Officers were dispatched to the bank to investigate.
Officers conducted an investigation and arrested a man from Columbia, who attempted to pass a fraudulent payroll check.
The officers continued their investigation and received information from several banks from Marshall, Sedalia, and Higginsville, stating numerous fraudulent payroll checks had been cashed that exceeded a total of tens of thousands of dollars.
The department arrested three subjects in relation to the incident. Armando Soto-Betancour, Stantrevious Cook, and Joshua Howard were all charged in Saline County.
Court documents say that Soto-Betancour is charged with a felony for forgery. Bond has been set at $15,000 cash-only. Howard has been charged with a felony for resisting arrest. Bond for Howard is set at $10,000 cash only. Cook has been charged with a misdemeanor for resisting arrest. His bond is set at $5,000 cash only.
Soto-Betancour was arraigned on Thursday, February 23, 2023. A confined docket hearing is scheduled for 10:30 a.m. Wednesday, March 1 at Saline County Circuit Court.
