An audit of the City of Waverly found that the city violated the Missouri Constitution by paying year-end bonuses to city employees over nine years.

The citizen-requested audit by Missouri State Auditor Scott Fitzpatrick found that the city provided employees with year-end bonuses totaling $15,650, including $3,050 paid to four full-time employees and two part-time employees in 2021. Also according to the audit, aldermen did not adopt a compensation ordinance or produce documentation when approving pay raises effective January 2022. The audit also faulted the city for not including statutorily-required information on their budgets for 2022 or 2023, and also failed to adequately monitor receipts and disbursements, resulting in Waverly going over budget by $61,770 in the General Fund and $11,046 for the Street Fund. Several issues were also identified with the city’s utility billing system and compliance with Missouri’s Sunshine Law.

Auditor Fitzpatrick gave Waverly a rating of “fair”. City officials say they will implement the recommendations made by the auditor’s office.
