
A mother and daughter are facing charges that they stole funds from a festival board they both held positions on.
Charges of stealing were filed Wednesday, Dec. 31 in Macon County Circuit Court against 58-year-old Vickie Thompson and 37-year-old Crystal Toumbs. According to probable cause statements, Toumbs is accused of using funds from the Callao Harvest Fiesta to make four payments to pay personal utility bills between August and December 2024, totaling $1576.55. Toumbs had been listed as treasurer of the fiesta’s non-profit board in 2023. The Missouri State Highway Patrol notes that Toumbs’ mother Thompson served as board president at the time, and would have been required to authorize the expenditure, which troopers allege her to have done without informing the other board members. Prosecutors are requesting a warrant for the arrest of both women. No court dates or bond information have been set at this time.
The new board of the Harvest Fiesta released a statement Saturday evening stating that board members are, “fully committed to protecting the Fiesta’s assets” and to continuing the festival typically held the first weekend in August. The board will have its next meeting Thursday evening at the Callao City Hall for planning this year’s fiesta. Their complete statement is posted below:
