The former public works director of the City of Windsor and his daughter are facing charges that they improperly used the city’s fuel cards for their own benefit.
Charges were filed last week in Henry County against 62-year-old Lance Tucker of Warrensburg and 42-year-old Amber Miller of Windsor.  According to probable cause statements, a Windsor alderman conducting an internal review obtained transaction records in October 2025, after receiving a citizen’s tip that city employees were misusing city credit cards.  Sheriff’s deputies from Bates County investigated the case and found that Tucker allegedly used three different fuel cards to purchase $2516.09 of fuel between January and October.  He’s also accused of giving his daughter Miller access to the cards, which she is alleged to have used to purchase another $2667.60 of fuel.  The Bates County Sheriff’s Office conducted the investigation as the Henry County Sheriff’s Office handles the policing duties in Windsor.
Tucker and Miller are each charged with a single count of stealing.  Online court records did not indicate an arrest warrant, bond information, or initial hearing date.  The Bates County prosecutor’s office is handling both cases.
