A second former employee with the City of Windsor is facing a stealing charge after he’s accused of also using three of the city’s credit cards to purchase fuel for himself and his wife.
Both 39-year-old Robert Duckworth and his wife, 38-year-old Elisabeth Duckworth, were each charged last week in Henry County with a single count of stealing at least $750.  According to probable cause statements, a Windsor aldermen learned from a citizen in early October 2025 that Duckworth had allegedly been giving his city-issued fuel card to his wife to purchase fuel.  During an investigation, sheriff’s deputies from Bates County obtained transaction records and photos from the fueling station where the Duckworths allegedly used two city-issued cards.  Deputies accuse Robert Duckworth of purchasing $1012.41 worth of fuel between January and October, and Elisabeth Duckworth of purchasing $2130.95 worth of fuel.
The Duckworths submitted not guilty pleas Friday, March 6 through their attorneys and filed a request for court summonses instead of arrest warrants.  No court dates have been set at this time.  The Bates County Sheriff’s Office conducted the investigation as the Henry County Sheriff’s Office handles the policing duties in Windsor.  The Bates County Prosecutor is handling these cases, as well as similar charges filed against former Windsor public works director Lance Tucker and his daughter, Amber Miller.
