
Murder charges have been filed against a Windsor man in Henry County following a investigation by Sheriff’s Departments in Henry and Johnson County.
Authorities began investigating the disappearance of Janice Cook in early April, with Cook’s vehicle found abandoned along a remote roadway in Johnson County on March 28. Cell phone records obtained by law enforcement indicate that Cook’s phone activity ceased during the early morning hours of March 28 in Windsor. One of the final known contacts from the phone was to a number belonging to 70-year-old Billy Tabor.
Investigators met with Tabor, who admitted that Cook spent some time at his residence, but left at around 2 a.m. on March 28.
Detectives with the Johnson County Sheriff’s Office conducted an interview with a witness who reportedly observed the victim deceased on Tabor’s property. The witness then described how Tabor transported the body to another part of the property and forced the witness to help dig a grave. Tabor then allegedly demanded the witness to move Cook’s vehicle, threatening to shoot him if he didn’t comply. Authorities interviewed Tabor again on May 1, but he denied any involvement or knowledge of what the witness alleged. Authorities searched Tabor’s property and located the victim’s remains.
Tabor is facing charges of murder in the first degree and abandonment of a corpse. He is being held without bond.
A bond reduction hearing is set for 1:30 p.m. Tuesday, May 5 at Henry County Circuit Court.
