Proposals should include team members, narrative of firm qualifications ad experience, references and contact information, an hourly fee schedule for all personnel, and a proposed scope of services.
All submissions must be received no later than 5 p.m., August 15. Selection will be based on a qualifications-based process consistent with the Brooks Act, using evaluation criteria that include proposal completeness, references, experience, technical competence, staff qualifications, proposed services, and capacity to deliver.
