
A Morgan County court has issued an arrest warrant for a Sedalia man after charges were filed in connection with a crash that killed two people outside Otterville in September.
Court records indicate that a warrant was issued last week for 18-year-old Ruvim Izotia, who is facing two charges of involuntary manslaughter, one charge of second-degree assault, and misdemeanor excessive speeding and following another vehicle too closely. The Missouri State Highway Patrol says Izotia was behind the wheel of a sedan that struck another sedan in the eastbound lane of U.S. Route 50 that had slowed to turn left onto Old Route 50 the morning of Sept. 16, 2025. The collision sent the second sedan into the westbound lane, where it ran into the front of a westbound vehicle. The driver of the westbound vehicle and a passenger in the turning vehicle died as a result of the crash, while the driver of the turning vehicle sustained serious injury.
According to the patrol’s probable cause statement, troopers interviewed Izotia later that morning, who said he could not remember details about the crash. Troopers say they learned from Izotia’s mother and brother that they received notification about the crash from a safety tracking app, but were unable to provide details from the app to troopers. The patrol says they were able to obtain details from the app’s provider a month later, which alleged that Izotia had been driving over 70 miles per hour at the time of the crash. Troopers say data from the app also suggested multiple instances of distracted driving in the minutes leading up to the crash.
The warrant for Izotia’s arrest calls for a $100,000 surety bond. No court dates are set at this time.
